The Deputy Superintendence for Personal Data Protection of the Superintendence of Industry and Commerce is the Data Protection Authority responsible for monitoring and ensuring that public and private entities respect the principles, rights and guarantees in the processing of personal data regulated in Law 1266 of 2008 and Law 1581 of 2012.

Juan Carlos Upegui Mejía
Lawyer from the Externado University of Colombia. He holds a Master's degree in Public Law from the same university and from Temple University in the United States. He holds a PhD in Law from the National Autonomous University of Mexico, his thesis receiving honors. He has been a professor at the Externado University of Colombia for over 20 years, specializing in public law. He is a judicial official at the Constitutional Court and an advisor to various public entities such as the Comptroller General's Office of the Republic, the Ministry of Justice, and the Agency for the Legal Defense of the State. He has published numerous articles related to habeas data and personal data protection.
