The Deputy for Competition Protection prevents and investigates conduct restrictive of competition and ensures the protection of Free Economic Competition in all markets in the country. The main purposes of the Office to create a culture of competition through preventive and corrective functions of the markets are the welfare of consumers, economic efficiency in national markets and the free participation of companies in the markets.

Ingrid Soraya Ortiz Baquero
Lawyer from the Externado University of Colombia, specializing in Commercial Law from the same university. Master's degree in Contractual and Extracontractual, Civil, and State Liability from the Externado University of Colombia. Diploma of Advanced Studies in Commercial Law from the Autonomous University of Madrid. Master's degree in Consumer Law from the University of Castilla la Mancha. Expert in Spanish Law from the University of Alcalá de Henares. Bachelor's degree in Law from the University of Alcalá de Henares. She is a fellow of the Autonomous University of Madrid for a research stay at the University of Trento.
She holds a PhD in Commercial Law from the Autonomous University of Madrid, earning her doctoral thesis in civil liability for anticompetitive acts, receiving a summa cumme laude distinction.
A tutor and later coordinator and assistant director of the Commercial Law Department, she became a research professor and director of the Competition Law, Intellectual Property, and Consumer Law Research Line of the Colombian and Comparative Commercial Law Research Group. She teaches undergraduate and graduate courses in competition law, consumer law, market protection, and vertical restraints, and is also a lecturer and author of several articles and research papers on these topics. Additionally, since 2021, she has served as Director of Postgraduate Studies at the Externado de Colombia Law School.
In her professional practice, she has served as a lawyer at Guzmán Escobar y Asociados and as a senior associate attorney specializing in national and international administrative law and arbitration at the firm Chemás Asesores, where she has worked for over 25 years.
