Colombia and El Salvador Strengthen South-South Cooperation in Defense of Free Competition

From August 25 to 29, 2025, the Superintendence of Competition of El Salvador (SC) and the Superintendence of Industry and Commerce of Colombia (SIC), through the Delegation for the Protection of Competition, advanced within the framework of the 2024–2026 Bilateral Cooperation Program, established during the XIII Joint Commission on Technical, Scientific, Cultural, and Educational Cooperation (COMIXTA) held in December 2024.
The joint project, entitled “Strengthening the Investigation Processes of the Superintendence of Competition of El Salvador”, aims to enhance the SC’s technical and operational capacity to detect, investigate, and sanction anticompetitive practices, with emphasis on public procurement and the use of forensic IT tools. To this end, a team of experts from the Superintendence of Industry and Commerce of Colombia presented the report compiling the results obtained from the diagnostic assessment carried out at the Superintendence of Competition of El Salvador.
During this visit, conclusions and recommendations were provided on the following topics: the general prohibition, anticompetitive practices in public procurement beyond simple collusion, Sherlock (a data analytics tool to identify restrictive practices in public procurement processes), digital evidence in investigations of restrictive practices from the perspective of the forensic IT laboratory, and judicial defense of the SIC’s sanctioning decisions in matters of free competition.
This cooperation initiative is strategically aligned with the United Nations Sustainable Development Goals, particularly SDG 8 on inclusive economic growth, and SDG 10 on reducing inequalities, by promoting more transparent, competitive, and equitable markets.
The Superintendence of Competition of El Salvador emphasized that this cooperation strengthens its institutional credibility and sanctioning capacity, while the SIC of Colombia reaffirms its role as a leading regional authority in the field.
Through this project, Colombia and El Salvador reaffirm their commitment to working together for transparency, market efficiency, and consumer protection, while further strengthening bilateral cooperation ties in support of the economic and social development of both countries.
