Institutional Strengthening in Consumer Protection: Colombia and Uruguay Advance in Technical Cooperation

From August 18 to 22, 2025, within the framework of the project “Strengthening Operational Capacities of Government Consumer Protection Agencies of Partner Countries”, the Superintendence of Industry and Commerce (SIC) took part in an official mission to Montevideo, Uruguay. The delegation was composed of María Carolina Ramírez, Deputy Superintendent for Consumer Protection; Neyireth Briceño, Director of Consumer Protection Investigations; and Augusto Múnera, Advisor on International Affairs in the Superintendent’s Office.
The mission was supported by the Presidential Agency for International Cooperation of Colombia (APC-Colombia), which financed the travel, reflecting its commitment to institutional strengthening and the promotion of spaces for international technical cooperation that have a direct impact on consumers’ quality of life.
The meeting, organized by Uruguay’s Ministry of Economy and Finance through its Consumer Defense Unit (UDECO), facilitated a technical exchange focused on commercial inspections, consumer education, and the strengthening of international cooperation.
During the sessions, the SIC presented its educational strategies aimed at vulnerable populations—children, older adults, indigenous communities, and persons with disabilities—highlighting initiatives such as the campaign “I Get Informed and Take Care of My Money” and the Virtual Campus. The Colombian model of unannounced inspections was also presented.
One of the most relevant moments was the presentation of the International Affairs Working Group (GTAI), which promotes South-South cooperation and the active participation of the SIC in global arenas. In addition, the International Cooperation Portfolio was shared, a tool that brings together the institution’s strengths and needs in its core areas, seeking not only to consolidate institutional strengthening but also to identify funding opportunities. Within this framework, the creation of a specialized subgroup dedicated to monitoring needs and key actors was highlighted, aimed at facilitating access to international cooperation funds and resources.
The mission concluded with an evaluation meeting with the Uruguayan Agency for International Cooperation (AUCI), authorities from Uruguay’s Ministry of Economy and Finance, and UDECO, where both sides reaffirmed their bilateral commitment to continue advancing in technical coordination and in the development of effective public policies for consumer protection.
