Colombia, a Leading Example in the Implementation of the Inventor Assistance Program (IAP) during the WIPO Summit in Geneva
Colombia, represented by SIC's Deputy for Industrial Property, participated in the Summit on Best Practices of the Inventor Assistance Program (IAP), organized by the World Intellectual Property Organization (WIPO) on September 16-17, 2025, in Geneva, Switzerland.
Ms. Edna Milena Bautista Rodríguez represented the Deputy for Industrial Property and presented Colombia's key results, strategies, and achievements in implementing the IAP to WIPO Member States.
During her presentation, Ms. Bautista highlighted Colombia's progress since joining the IAP as a pilot country in 2015. She reported that the program has received 218 applications and has 107 active beneficiaries as of August 2025. She also shared the best practices and mechanisms developed by SIC, which have established Colombia as a regional leader in the program's effective management and execution.
The strategies presented included:

Coordination with Technology and Innovation Support Centers (TISCs) to strengthen regional outreach.

A 75% reduction in the patent examination fee for IAP beneficiaries.

The creation of a Patent Clinic and a strengthened network of volunteer patent drafters.

The organization of biannual webinars and a standardized evaluation form to ensure selection transparency.
Colombia's delegation received widespread recognition from attendees, who praised the country's work as a leading model for IAP implementation. WIPO also commended the Deputy for Industrial Property's commitment to strengthening local capacities and promoting equitable access to industrial property services.
WIPO reaffirmed its support for Colombia in strengthening patent clinics, training new volunteer drafters, and expanding IAP outreach nationwide. Through this participation, the Deputy for Industrial Property reaffirms its commitment to fostering innovation, protecting national inventive talent, and promoting international cooperation to drive Colombia’s technological and industrial development.
