Colombia and China Sign Memorandum of Understanding within the Framework of the Belt and Road Initiative (BRI)

On August 14, 2025, the Superintendence of Industry and Commerce of Colombia and the State Administration for Market Regulation of the People’s Republic of China signed a Memorandum of Understanding to strengthen cooperation in the regulation, supervision, and promotion of the quality and safety of products entering both markets, within the framework of the Belt and Road Initiative (BRI).
During the signing ceremony, Superintendent Cielo Rusinque emphasized that this instrument is of particular importance, as it symbolizes the strong will of both nations—represented by these two institutions—to work decisively to strengthen mutual cooperation.
Based on its experience and the shared priorities with the People’s Republic of China, the Superintendence of Industry and Commerce has identified a set of strategic areas where cooperation can be tangibly strengthened, including competition, jurisdictional matters, intellectual property, legal metrology, consumer protection, and personal data, explained the Superintendent.
She also stated that this step responds to a clear objective: “To build a large interconnected market based on trust, knowledge exchange, and the implementation of modern, transparent, and effective regulations.”
“The combination of these capacities and needs will allow us to move toward safer, more innovative, and more sustainable trade, while also facilitating the integration of our economies into global value chains and strengthening trust between our institutions,” highlighted the Superintendent.
The signing of this instrument opens the opportunity for the Superintendence to receive technical cooperation from a country with a highly developed quality infrastructure. Work is currently underway on the creation of a joint action plan that will strengthen Colombia’s quality infrastructure, with direct impacts in strategic areas across all the SIC’s Delegations. This effort will consolidate the institutional capacity of the Entity and contribute to positioning the country in international cooperation and trade forums.
Colombia’s Accession to the Belt and Road Initiative
The Superintendent recalled that on May 14, under the leadership of President Gustavo Petro, Colombia formally joined the Belt and Road Initiative, led by the Asian country, during a visit in which she participated as Acting Minister of Trade.
It is worth noting that during her ministerial tenure, Rusinque led the signing of memoranda of understanding with authorities of the People’s Republic of China aimed at promoting and facilitating stable and solid trade, policy exchange, and the fostering of industrial cooperation, as well as strengthening collaboration for development.
“We want this effort to transcend Colombia and bring tangible benefits to all member countries of the Belt and Road Initiative, thus reinforcing the spirit of international cooperation that brings us together today,” underlined the Superintendent regarding the Memorandum of Understanding signed in Bogotá.
