Colombia’s SIC Strengthens Engagement at WIPO’s 23rd Session of the Madrid System Working Group
The Superintendence of Industry and Commerce (SIC), through the Deputy of Industrial Property, actively participated in the World Intellectual Property Organization's (WIPO) 23rd Session of the Working Group on the Legal Development of the Madrid System for the International Registration of Marks (MM/LD/WG/23).
Representing Colombia, Daniel Mor García, Director of Distinctive Signs, engaged in plenary sessions held from September 22 to 26 in Geneva.
Delegations addressed key issues for the Madrid System's operation, including regulatory reforms, the principle of dependency, and the expansion of the linguistic regime. Additional topics covered the modernization of registration certificates, the introduction of new languages, and the creation of a unified terminology database.
SIC's involvement allowed Colombia to advocate for an efficient, financially sustainable, and legally coherent international registration system. The delegation also strengthened technical coordination with the WIPO Secretariat and other intellectual property offices.
The Working Group agreed to recommend that the Madrid Union Assembly adopt amendments to Rules 3, 18, 25, and 27 of the Regulations, scheduled to take effect in November 2026. Discussions will continue on matters related to use requirements and the dependency principle.
Moving forward, SIC will maintain its active role in this forum, contributing to regulatory proposals that enhance legal certainty and efficiency within the Madrid System. Colombia's ongoing participation demonstrates its technical and institutional leadership at WIPO, promotes the exchange of best practices, and advances international cooperation in industrial property.
